Does Russia really have the ability to stop or deter rainfall?  Russia's

Defence Minister Sergei Ivanov says they do have the ability.  It is unclear how it is done, but it takes the help of the Air Force to seed clouds to ensure nice weather.

Next week, Russia will have their Victory Day parade, and forecasts look grim.  Rain is predicted which can make the entire festival a mess.  Even though rain is on the way, Russia still claims it will guarantee good weather and rain free.

If Russia indeed proves they can stop rain, it will be simply mind baffeling.  Manipulation of Natural weather and extremities would be a great step in human advancement which could lead to good, or bad depending on how the technology is used.

Earlier this week we reported on Chemtrails that have been popping up all over the nation.  Theories suggest these chemical trails left behind by planes are to trace and learn the atmospheric weather routes, and attune to certain streams, and channels that effect weather. 

I have no valid information at the moment to make the connection between weather control and chemtrails, but this is certainly a possibility.
